Origin of SBIR
In 1996, the "Organization for Economic and Cooperative Development" (OECD) published the "Knowledge Economy Report", proposing that the innovative output and application of knowledge has become the main driving force for national competitiveness and economic growth. Due to the dilemma of technology, talents, and funds, the Ministry of Economic Affairs, in accordance with the resolution of the Science and Technology and Information Technology Committee of the Legislative Council, promoted the implementation of the "Small Enterprise Innovation and Research and Development Plan (formerly known as the "Promotion Plan for Encouraging Small and Medium-sized Enterprises to Develop New Technologies" in February 1999. Enterprises carry out research on industrial technology and product innovation, and expand their investment in private research and development.
SBIR's goals
The goal is to use government policy tools to provide resource assistance according to the R&D plans proposed by SMEs, promote SME manufacturers to carry out innovative R&D plans for industrial technologies, products and services, guide SMEs to invest in R&D activities, and promote the development of R&D talents in SMEs. The accumulation of cultivation and R&D capabilities will enhance the technical level of my country's small and medium-sized enterprises, thereby enhancing my country's industrial competitiveness and accelerating the transformation and upgrading of traditional industries.
The government implements various subsidies every year, and the annual main axis is slightly different to help enterprises make long-term planning.
